China and Latin America
I have long called attention to our failure to follow carefully China's little-publicized activities in Latin America. Hoover's Latin American Curator, Bill Ratliff, by training a Sinologist, is just back from China and Hong Kong. I hope to get a report from him. Meanwhile, the Ford Foundation has given grants totalling $297,200 "to strengthen international affairs in China." Included is one to the Association of Latin American Studies of the Chinese Academy of Social Sciences. The Ford Foundation is full of good intentions toward humanity, but there is always the danger that hell will be paved with them. My guess is that it will be impossible to know exactly what use is really made of this grant. It comes just at a time when the U.S. Senate is denouncing Chinese plotting.
