Spanish Ethnic Labels: Cholo

The term "cholo" has puzzled etymologists. In Spain it is a friendly but uncommon term. In Spanish America it came to mean a half-breed, Spanish and Indian. Now it is a derogatory term referring to an Indian. It Mexico it means a crude person. A crazy woman just shot the governor of Chihuahua. The Mexican attorney-general in discussing the case referred to a person with a chola appearance. Can any Spanish-speaking person tell me what this he understands by this?
