MEXICO: Public health

We have discussed at length public health problems in the US, but they affect other countries as well, notably Mexico, where they are the responsibility of the Instituto Mexicano del Seguro Social (IMSS), i.e. social security. Years ago I visited its impressive building in Mexico and attended the performance of a play in its theater, part of a plan to bring culture to the people. The official who was my host described the work of the IMSS, but made no mention of unemployment insurance. When I asked about it, he said "It would be too expensive". Perhaps its primary mission is health care for the public. Now it is close to bankruptcy, and President Fox has been unable to do anything about it. There have been serious protests, especially in Chiapas.
