Spain and the Americas

	At the Assembly of the Americas in Santiago de Chile, President Clinton had
the handicap of not having received fast-track authority from Congress. A
number of the delegates condemned the U.S.-inspired ban on the
participation of Fidel Castro. At the same time, Castro was host to a very
large top-level delegation of Spanish businessmen. Gabriel Garcia Marquez
was part of the receiving line. Spain is the key member of the
Iberoamerican  Assembly, due to meet next in Havana. Tbere are thus two
competing systems: the U.S.-sponsored Assembly of the Americas and the
Spain-sponsored Iberoamerican Assembly. The U.S. has the clout, Spain the
emotional tie. Which will win?
