The Serbs accused of war crimes in Kosovo charge that the US has a double standard. In Kosovo, they were fighting terrorists funded by Osama bin Laden, and the US crushed them militarily for fighting terrorists. Then the US discovered the terrorist threat and started the war on Iraq. General Robert Gard comments: "I don't know whether the Kosovo Liberation Army (KLA) was funded by Osama, but there's no question that it terrorized the Serb population of Kosovo, assassinated Serb security personnel, and assaulted, abducted, expelled and killed Serb civilians after the Yugoslav military withdrew the majority of its forces in September of 1998 in compliance with UN Resolution 1199.
Despite entreaties by the OSCE observers, the KLA had taken control of at least 40% of Kosovo territory by December of 1998, according to testimony of a US intelligence official before Congress. The US Special Envoy to the Balkans, Robert Gelbard, had stated flatly earlier in 1998 that the KLA "is without any question a terrorist group".
