     Tim Brown, who has had wide consular experience, takes issue with some points made by Steven Torok, but the discussion has become so technical it would be beyond even the wide scope of WAISer interests. There is one point, however, which I found intriguing:
     "While I was in Mexico, I found that even Mexican states could issue passports, although travelling through the Middle East on a Quintana Roo document, as some friends once did, was apparently adventuresome in the extreme! We preferred national passports, but were quite willing to issue US visas on such documents if needs be, and did so by the hundreds."
