Fiscal Year 2003 State Department Budget

Paul Simon says. "The State Department budget of "$20 Billion" is a fiction. Most of that money is Foreign Aid, administered and distributed through US AID, not State. State's actual budget is $7.1 billion, way under 1/2 of one percent of the Federal Budget". Technically AID is under State, but I am surprised that Colin Powell did not point out the "fiction"in the congressional hearing. Presumably he did not want to give more ammunition to the the Democrats who were saying that Defense should get less, State more. He is riding two horses.
