US Presidential Contest and NATO
Miles Seeley, who has spent his life in the US overseas service, writes:
"The very odd thing about the Bush/Rice stand on the Balkans is that over 85% of the forces now there are European. Europe has shouldered its burden. Why Ms Rice should play along with a basically isolationist stance baffles me. George Shultz and Colin Powell are also assumed to be Bush foreign policy advisors, so maybe it will improve. Since Gov. Bush has no international experience, he has until now had to be coached, and he seemed to take the coaching well, doing decently in the debates. But being coachable is not the same as being knowledgeable; and now I must question his advisorīs command of the facts."
