Congressional hearings are an admirable feature of the American system. The hearing in the Senate Armed Services Committee was tense and complicated. In the background were rumors that Puerto Ricans were not patriotic Americans, a charge they strongly rejected. One was Vice Admiral (retired) Diego Hernández, who nevertheless defended civil disobedience against American authorities on the grounds that it was a good American tradition going back to the Boston Tea Party.
