The US Defense Budget

There are many classic poems about the foolishness of war. Can John Heelan jog my memory about the author of the poem with the refrain "T'was a famous victory"? He sends us this gem: "I've just stumbled across this thoughtful little poem penned in 1951 by the American poet, Langston Hughes (1902-1967) that seems to me appropriate to contemporary US Defense policy and perhaps should be attached to the Budget's front-page".
