WAIS thanks John Stahr for his contribution to its survival and development fund. John was an excellent student and contributor to the Hispanic American Report.  We hoped he would get his Ph.D. in Hispanic American studies, but he decided to go into law, where he naturally did well and prospered. His decision was probably wise. Interest in a given world area follows political concerns.  In those days, Latin America loomed large in the US worldview- Now, for most people in this country, Latin America consists mostly of Cuba with which we have an intractable political problem and Mexico with which we have an intractable immigration problem. But law remains above these political vagaries. WAIS should pay more attention to international law, and John could lead us through that swamp.
