WAR: The use of civilians as human shields

Miles Seeley caught an obvious slip in my statement : " I would think that South Vietnam could hold Pyongyang hostage by training massed artillery on it. The latest story is that the US plans simply to isolate Iraqi cities without invading them". Miles says: "I think you meant South Korea could hold Pyongyang hostage by training massive artillery on it. In any case, it would not work. Kim cares nothing about civilian casualties (cf his letting his people starve while he builds his war machine). The South Koreans, and we, care a lot". RH: True, but regimes like that of Kim are not stable. Anything could happen.
